6 atlas cities

All six cities share a single civil time, yet none aligns exactly with the zone's meridian. Sydney, Melbourne, Canberra, Honiara, and Palikir lie far enough west that the sun peaks after clock noon, while Port-Vila alone sits east of the meridian, so its solar noon comes before the clock reads twelve. Longitude, not local custom, drives the split.
